Debbie Peikes, PhD, MPA, is the Vice President of Measurement and Evaluation for Blue Cross Blue Shield Massachusetts, where she works to improve the quality, affordability, and equity of health care.

Peikes is a nationally recognized healthcare researcher and leader with a passion for using evidence to improve patient outcomes. Her interest in health policy began as a Fulbright Scholar. She then spent 22 years leading multiple interdisciplinary research teams at Mathematica, followed by serving as Vice President of Healthcare Research at Humana. She taught a graduate course on program evaluation at Princeton University for several years.

Peikes is a widely published expert on primary care, care coordination, value-based payment, disability policy, and methodological advances. Her publications have earned awards from AcademyHealth, the National Institute for Health Care Management, and the Robert Wood Johnson Foundation. She received her Bachelor of Arts, Master of Public Administration, and doctorate Degree from Princeton University.

Peikes was appointed as a member of the PCORI Board of Governors by the Comptroller General of the United States in September 2022.
